It is intended to conform to the Rio Linda/Elverta Community Plan growth management objective of a "development pattern that emphasizes traditional, small-town mixed-use retail and residential land use patterns in the urban areas, encourages build out of agricultural-residential areas and maintains agricultural and open space."
